HISTORY OF FOUNDATION

Social significance / Organizational structure

The introduction of market economy mechanisms in the form of cooperatives and joint ventures with the participation of foreign capital in the late 80s of the XX century in the Soviet Union led to the necessity to establish in 1987 the Soviet audit organization - the joint-stock company "Inaudit", a structural unit of which was established in Ukraine under the Ministry of Finance of the Ukrainian SSR.

The collapse of the USSR, the proliferation of newly created market economy enterprises and the system of financial control over their activities by the state alone caused dissatisfaction among business entities. This was the basis for a positive perception of an independent financial control system in the form of an audit.

Since the 90s, the first audit firms began to be established in Ukraine, which initiated the creation of the Ukrainian Professional Public Organization “The Auditors’ Union of Ukraine (UPPO “AUU”). To this end, work was carried out to establish firms involved in the provision of accounting and taxation services. In total, there were about 50 of them in Ukraine. It was the representatives of these firms who held the constituent congress of the UPPO “AUU” on 14.02.1992.

During the year, the UPPO “AUU” worked fruitfully under the leadership of V. Golovach on the draft Law of Ukraine "On Auditing", which was adopted on 22.04.1993. The law defined the legal basis for the audit activity in Ukraine, which is aimed at creating a system of independent control to protect the interests of the owner. The Law of Ukraine "On Audit Activity", which was adapted to the realities of the post-Soviet space, was taken as a basis by the former republics of the Soviet Union. With the adoption of the law, the legalization of the auditing profession in Ukraine gave impetus to the influx of intellectuals into the audit movement: scientists, lawyers, economists, and highly professional accountants.

To further develop the audit activity in Ukraine, the UPPO “AUU” ensured the preparation of the regulatory framework for the certification of auditors, development and implementation of audit standards, and continuous improvement of the professional knowledge of auditors. The UPPO “AUU” pays special attention to ensuring the independence of auditors, auditors' compliance with the norms and standards of auditing and the requirements of the Code of Ethics, as well as the quality of audit services.

Noting the contribution of the auditors of Ukraine to the development of the state's economy, the international open academic rating of popularity and quality "Golden Fortune" awarded the then President of the Union of Auditors of Ukraine I. I. Pylypenko with the silver St. George's Medal "Honour. Glory. Labour." On the occasion of the 10th anniversary of the establishment of the UPPO “AUU”, the Cabinet of Ministers of Ukraine awarded the UPPO “AUU” with the Certificate of Honour and a commemorative sign by the Resolution of the Cabinet of Ministers of Ukraine No. 1539 dated 15.10.2002 for a significant contribution to the development of audit activities, training of professional auditors and development of audit norms and standards.

In 2004, the UPPO “AUU” and the Audit Chamber of Ukraine were awarded the Certificate of Honour of the Ministry of Finance of Ukraine for their significant contribution to the implementation of measures aimed at reforming accounting and auditing and on the occasion of the professional holiday.

In 2005, the name of the Association was brought in line with the Charter.

THE PRESENT OF THE UPPO “AUU”

Today, the Ukrainian Professional Public Organization “The Auditors’ Union of Ukraine (UPPO “AUU”) is the largest organization of auditors in Ukraine, which has more than thirty years of experience in the development of democratic principles, has sufficient resources, in particular, talented and dedicated professionals, to be a professional and influential organization in the country.

Today, the UPPO “AUU” has more than 1200 members and has its territorial branches in all regional centers of Ukraine, and 24 branches in total.
